Rules for the Operation of Electric Scooters and Other Similar Means

Amendments made to several laws have established the rules for moving using personal mobility devices and the measures of liability for not adhering to them, which will come into effect on November 24, 2024:

Individuals aged 18 and older, as well as those who are 16 years old and have the right to operate vehicles of the "AM" subclass, are allowed to operate personal mobility (movement) devices, such as electric scooters, electric skateboards, gyroscooters, segways, unicycles, and other similar means.

Such devices are permitted to be operated:
1) on bicycle or bicycle-pedestrian paths or in a designated area for cyclists.
2) on sidewalks or pedestrian paths, if bicycle and bicycle-pedestrian paths are absent, or if it is impossible to travel on them.
3) on the roadside, if bicycle and bicycle-pedestrian paths, designated areas for cyclists, sidewalks, or pedestrian paths are absent, or if it is impossible to travel on them.
4) along the right edge of the roadway in the following cases:
a. if bicycle and bicycle-pedestrian paths, designated areas for cyclists, sidewalks, pedestrian paths, or the roadside are absent, or if it is impossible to travel on them,
b. if the personal mobility (movement) device is equipped with a brake, a sound signal, white lights in front, orange or red lights on the sides, and red reflectors at the back, as well as a white headlight (lamp) that must be turned on during dark hours of the day or in conditions of insufficient visibility.

The speed of personal mobility (movement) devices must not exceed 25 km/h.
In cases of mixed traffic between pedestrians and personal mobility (movement) devices, pedestrians have priority in all cases.
Individuals under 18 are allowed to use personal mobility (movement) devices only in areas designated by the community council, except for those who are 16 years old and have the right to operate vehicles of the "AM" subclass.
The prohibitions on the operation of personal mobility devices are established by the Law of the Republic of Armenia on "Ensuring Road Traffic Safety," and liability for violating the requirements set by law is established by the Code of Administrative Offenses of the Republic of Armenia.

2) using personal mobility (movement) devices without a steering control system on the roadway and in designated areas for cyclists.
3) allowing individuals under 18 to use personal mobility (movement) devices, except when the responsibility for supervising the operation of the personal mobility (movement) device is held by the person handing it over.
4) using a personal mobility (movement) device with a steering wheel without holding the steering wheel.
5) crossing the road using pedestrian crossings while using personal mobility (movement) devices.
