According to the HO-371-N Law of July 12, 2018, which has already been enforced (July 26, 2018), an amnesty is applied. Citizens who have been fined under a number of Articles of the Code of Administrative Offenses, who have not paid the fine or part of the penalty, are exempted from the obligation to pay them.

Amnesty refers to drivers who have violated vehicle operation rules and the breaches that the amnesty affords are below. Persons who have committed those administrative offenses, up to December 31, 2017, irrespective of the fact that they have been fined, are not subjected to administrative penalties
Citizens who have violated these articles by December 31, 2017, but have paid the fines, do not enjoy any privileges and the amounts are not subject to return.
If a property has been under the arrest during the mentioned proceedings, it will be removed . The number of administrative acts issued by the Traffic Police, based on which the enforcement proceedings will be suspended, will be listed on the official website of the Compulsory Enforcement Service (http://www.harkadir.am).

Please note that there is no need to submit additional applications from the citizens.
The proceedings will be dismissed starting from  31 December 2017 until January 1, 2012. The overwhelming part of the process will end within 3 months after the entry into force of the said law. This period is conditioned by the presence of about 1.5 million enforcement proceedings.
