The amendments in several laws of Republic of Armenia have established the rules for the operation of personal mobility devices, and the corresponding penalties for violation of them, which will come into effect on November 24, 2024.


Individuals aged 18 and older have the right to operate mobility devices (such as electric scooters, electric skateboards, geofought electric scooters, segways, unicycles, and other similar devices), as well as those who are 16 years old and have the right to operate vehicles classified under the "AM" category.
The use of such devices is permitted:
1. On bicycle or bicycle-pedestrian paths or designated lanes for cyclists.
2. On sidewalks or pedestrian paths, if bicycle and bicycle-pedestrian paths or lanes for cyclists are absent, or if traveling on them is impossible.
3. On the roadside, if bicycle and bicycle-pedestrian paths, lanes for cyclists, sidewalks, or pedestrian paths are absent, or if traveling on them is impossible.
4. Along the right edge of the roadway in the following cases: a. If bicycle and bicycle-pedestrian paths, lanes for cyclists, sidewalks, pedestrian paths, or the roadside are absent, or if traveling on them is impossible. b. If the personal mobility device is equipped with a brake, a sound signal, white lights in front, orange or red reflectors on the sides, and red reflectors at the back, as well as a white headlight that must be turned on during nighttime or in conditions of insufficient visibility.
5. The use of mobility devices on the roadway is allowed only in a single row.
The speed of a personal mobility device must not exceed 25 km/h.
In situations where pedestrians and personal mobility devices share the roadway, pedestrians always have the right of way.
Individuals under 18 years of age are allowed to use personal mobility devices only in locations designated by the community council, except for those who are 16 years old and have the right to operate vehicles classified under the "AM" category.
The restrictions on the operation of mobility devices are established by the Law of the Republic of Armenia on Ensuring Road Traffic Safety.
The Code of Administrative Offenses of the Republic of Armenia establishes penalties for violations of the requirements for using personal mobility devices.

The restrictions of the operation of mobility devices
The restrictions on the operation of personal mobility devices are established by the Law of the Republic of Armenia on Ensuring Road Traffic Safety.
According to this law, the following prohibitions apply to the use of personal mobility devices:
1. Transporting a passenger or cargo using a personal mobility device (except for luggage held without using hands by the user of the device).
2. Using personal mobility devices without steering control on a single wheel (unicycle) on the roadway or designated lanes for cyclists.
3. Allowing individuals under 18 years of age to use personal mobility devices, except in cases where the user is responsible for supervising the device’s operation in designated areas.
4. Using a personal mobility device with steering while not holding the steering mechanism.
5. Crossing the road at pedestrian crossings while using a personal mobility device.
6. Using personal mobility devices on roads outside of residential areas.
7. Operating personal mobility devices on wet surfaces (including snow-covered) in areas designated for traffic for any weather-related or other reasons.
8. Delivery personnel using personal mobility devices without wearing a helmet designed for cyclists or with an unbuckled helmet.
9. Towing with a personal mobility device or using it to tow another personal mobility device.
10. Riding personal mobility devices in areas prohibited by the Communites.
11. Riding personal mobility devices in tunnels.
The Code of Administrative Offenses of the Republic of Armenia establishes penalties for violations of the requirements for using personal mobility devices.

 The penalties for not complying requirements of using electronic mobility devices.
The Code of Administrative Offenses of the Republic of Armenia establishes penalties for violations of the requirements for using personal mobility devices.
Accordingly:
1. Violating the rules governing the use of personal mobility devices results in a fine of 5000 AMD.
The following larger fines are set for following violations:
1. 7,000 AMD for making delivery of goods by personal mobility devices without a helmet or with an unbuckled helmet.
2. 10,000 AMD for transporting a passenger or cargo using a personal mobility device.
3. Transporting another personal mobility device using a personal mobility device incurs a fine of 20,000 AMD for organizations and 10,000 AMD for individuals.
