From April 15, 2018, right-hand drive vehicles will not get state registration. This ban is envisaged by the amendment to Annex 1 to the Government Decree 1251-N.
The point is that on March 31, 2018, the Law on the Prohibition of the Import of right-hand vehicles (hereinafter- Law) was in force.
According to the Article 1 of the Law, from April 1, 2018, the import of right-hand vehicles by the customs procedure "Importation for Internal Consumption" and for the personal use was prohibited in the Republic of Armenia.
According to legislators, the import ban was a necessity. On the roads of the Republic of Armenia, where roads are defined as right-hand side driving, where the drivers with the right side of the steering wheel have limited visibility in such activities as starting the movement of the vehicle or overtaking a car.
In order not to violate the right of citizens to property, the Article 2 of the Law envisages an exception stipulating that the import ban was not applicable for the vehicles with the right side steering wheel, for which the payments were made until January 25, 2018.
It means that the ban on the state registration, which will come into force on April 15, should be interpreted with the combination of Article 2 of the Law. Accordingly, the vehicles with the right-hand steering system which have been imported to Armenia after April 1, 2018, should not be subject to state registration ban under Government Decree 1251-N, if it had been imported on the bases of Article 2 of the Law.
